Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI at the Nairobi duty station.
Responsibilities
Under the overall supervision of the Climate Change Adaptation Unit (CCAU) Coordinator, the Associate Project Manager will undertake the following responsibilities:-Work with project partners, contractors and project clients to facilitate the development, implementation and evaluation of assigned programmes/projects; Monitor and analyze performance of assigned projects, their development and implementation; Review relevant documents and reports; Identify problems and issues to be addressed and recommend corrective actions; Liaise with relevant parties; Identify and track follow-up actions; Carry out basic research on selected aspects of programmes, operations and other activities including collecting, analyzing and presenting statistical data and other information gathered from diverse sources; Provide substantive support for policy coordination and evaluation functions; Assist in planning and facilitating workshops; Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies and inputs to publications. Provide administrative and substantive support to consultative meetings, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparation of background documents and presentations and handling logistics; Undertake outreach activities; Participate in the development of training workshops and seminars; Participate in meetings and make presentations on assigned topics/activities; Participate in field missions, including provision of substantive and administrative support and data collection; Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports; Perform other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in ecology, natural sciences, international development, poverty alleviation, climatology, economics or a related field. Work Experience
A minimum of two years of progressively responsible experience in project/programme management, administration or related area.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.

Purpose of the Position
The Senior HIV and AIDS Specialist (Prevention) is responsible for providing regional technical leadership, guidance, and assistance to country programmes, shaping UNICEF's national programme efforts to reduce new infections among adolescents, and, more broadly, address underlying causes and drivers of adolescents' heightened risk and vulnerability to HIV. The incumbent will lead UNICEF's engagement in the joint UN Programme on HIV and AIDS's efforts to reduce new infections among adolescents, support the attainment of HIV Prevention targets, outcomes and outputs in UNICEF's Medium Term Strategic Plan, and aligned with ESAR's Regional Priorities, will also serve as UNICEF ESARO's focal point for multisectoral adolescent programming.
S/he will ensure harmonized and aligned HIV prevention technical assistance and support to national programmes by Joint UN Country Teams on HIV/AIDS. The incumbent will represent ESARO among development partners and within the Interagency HIV Prevention Working Group, and the regional HIV prevention coordination structure, supervised under the Regional Directors Team.
Key Expected Results
  1. Provide leadership in the provision of technical support and high-level guidance to UNICEF-supported country programmes and key partners for accelerating the implementation of evidence-informed HIV prevention interventions with and for adolescents in the region, including the strengthening of regional and country-level cosponsor support for the coordination, harmonization and alignment of national HIV prevention responses. Provide oversight, monitoring and evaluation of the effectiveness of the HIV prevention programme activities supported by country programmes. Promote the achievement by country programmes of the MTSP HIV Prevention targets by leading processes for the generation and dissemination of sub-regional and national level evidence on effective and innovative responses which effectively address the key drivers of the epidemic in the region.
  2. Lead the coordination of ESARO support to Country Office activities in Regional Priority 4, Results for Adolescents, by fostering cross-sectoral engagement and collaboration on adolescent programming, and providing overall strategic vision for regional and country programming.
  3. Provide high-quality oversight to country and regional office teams in the implementation of priority programming on adolescents, including ensuring data monitoring and accountability mechanisms on Regional Priority 4, as well as other relevant HIV initiatives on adolescents. Coordinate and review progress on related key indicators on HIV and adolescents and provide support to CO and RO colleagues to provide high quality reporting on results.
  4. Provide senior representation, leadership, coordination support and management for ESARO within the regional interagency working groups on HIV prevention through the provision of technical leadership to strengthen UN coherence, harmonization, and alignment on HIV prevention activities and processes within the region in support of the HIV prevention programmes with and for adolescents by national partners.Through high-level technical leadership, strategic advice and technical guidance support efficient regional-level capacity development assistance, the development and dissemination of strategic information, joint advocacy and resource mobilization in order to increase adolescents' access to and use of HIV prevention information, skills and services.
  5. Coordinate and guide broader multisectoral adolescent programming addressing an integrated approach to adolescent HIV Prevention, Treatment, Care and Support, and support other sectors including Protection, Education, and Health with the development of plans and strategies addressing the underlying causes of adolescent vulnerability.
Qualifications of Successful Candidate
  • Advanced university degree in one or more of the disciplines: Public Health, Public Health Administration, HIV/AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS. Training in gender and in nutrition programmes that promote gender equality as an asset.
  • Ten years of relevant work experience at national and/or international level.
  • Experience working in the UN or other international development organization an asset.
  • Training and experience in HIVAIDS health care.
  • Background/familiarity with Emergency.
  • Experience in monitoring gender disparities and in programme interventions that reduce these disparities as an asset.
  • Fluency in English and another UN language.

Purpose of the Position
Background and Organisational Setting: In addition to regional oversight and innovation functions, and as part of a common services approach, the Regional ICT Section provides support to the UNICEF Kenya Country Office (KCO) and the East and Southern Regional Office (ESARO) in the field of ICT (information and communication technology), including information systems for programmes, internal operations and management. The section is responsible for planning, developing and implementing cost effective, innovative and secure ICT services, namely networks services, security, servers and storage, telephony, video and directory services; for setting and enforcing common ICT standards and for managing central ICT services for the two UNICEF offices.
This position sits within the ESARO Regional ICT Section and manages the ICT Services Team consisting of a customer services function and an ICT Infrastructure function.
The ICT Specialist is accountable for effective technical leadership for ICT systems management and administration in accordance with the UNICEF ICT policy, strategy, security guidelines ensuring the compliance to corporate standard architecture and ICT security.
Specifically, the ICT Specialist is responsible for:
  • The overall design, implementation, support and maintenance of the ICT infrastructure for the two offices. As the team lead for the UNICEF Kenya ICT Infrastructure Team, s/he participates in implementation of global ICT projects as well as in the support and operation of the local data centre(s), and network infrastructure.
  • Setting standards, providing first and second level support to users' desktop computing environment, delivery of the UNICEF IT training programme and promoting customer oriented services. S/he coordinates the management and implementation of desktop services, including their architecture, processes and policies to meet current and future business requirements. S/he aims at achieving the delivery of agreed levels of services to customers in compliance with best practices defined by international standards, in particular ITIL.
Main Purpose and Role
The ICT Specialist is
  1. a manager, providing guidance and managerial support to the team, and planning human, technical and financial resources with a view to achieving efficient and effective results;
  2. a communicator, engaging customers and management in dialogue and consensus building;
  3. a substantive expert, leveraging knowledge and experience in the field of technical operations and support and on all aspects of ICT Customer Services operations.
Reporting to the Regional Chief of ICT, the ICT Specialist has front line responsibility for management, planning, coordination, communication, documentation, including but not limited to, providing leadership to the UNICEF Kenya ICT Services team; developing work plans and budget, taking the lead in the development / delivery of ICT services through best practices methods, designs techniques for networking implementation and operations, ensuring effective delivery of LAN/WAN, Telephony, Video, Servers/Storage and Directory Services ; developing and implementing processes and operational procedures, developing documentations for RFP and developing and maintaining technical systems documentation.
S/he is also responsible for Customer Service Section taking overall responsibility for the provision of first and second level support for approximately 250 end users.
Internally, the ICT Specialist liaises directly with own Service Delivery Team on a daily basis as well as with end users to clarify, analyse and resolve reported issues. S/he may also liaise with external service providers such as UNON and Mobile Network Operators, as required, to resolve escalated infrastructure issues. S/he ensures that the services provided are monitored and maintained to meet established quality levels and to meet standards as defined within the negotiated and agreed service level agreements. In addition, the ICT Specialist ensures efficient design and delivery of the KCO and ESACO ICT training programme, which covers standard desktop applications and specialized business applications.
Key Expected Results
1. Management
  • Provide management to the ICT Services Team, ensuring each person delivers against already defined objectives, in particular providing expert technical guidance and creating an empowering work environment focused on, and coordinated with, ICT priorities, fostering high performance, motivating staff, promoting a culture of innovation, and efficiency towards the delivery of stable and safe ICT services for the UNICEF Kenya and ESARO users.
  • Ensure effective knowledge sharing within the ICT Team, recognize and address competency development needs, and ensure that the technical expertise needed for best practice service delivery is continuously maintained; Manage, guide and develop staff and consultants, and plan and monitor the deployment of individuals to ensure that they are contributing effectively whilst developing skills and experience.
  • Ensure evaluation of ICT systems to ensure the strategic use of information technology and resources, improved performance and wider learning at Country Office level, Audit recommendations on ICT are properly advised and implemented.
2. Planning, Coordination and Communication
  • Develop work plans and budgets for the ICT services, managing expenditures against agreed priorities and ensuring the cost effective use of funds and delivery within timeframe and budget, including integrating knowledge of medium-term technical solutions into business requirements and providing clear, accurate and regular reporting on activities and costs.
  • Oversee the planning and management of ICT projects, ensuring the application of sound project management and control methodologies, and coordination with other project resource requirements, collaboration with other UN ICT teams, with particular attention to planning, implementation, validation and further improvement of ICT services collectively, sharing knowledge and experience with counterparts and other UN organizations, with a view to identifying the most cost effective solutions to meet business requirements.
  • With guidance and insight from the Regional ICT Chief, develop country specific policies and standards and provide advice to ensure that the ICT plan and policies are integrated into UNICEF's overall ICT strategy and plans.
3. Technical and Strategic Delivery of ICT services
  • Ensure effective delivery of ICT services as per agreed Service Level Agreements.
  • Take a lead in development and delivery of ICT infrastructure and business solutions, work towards the continuous improvement of performance, security and cost parameters, employ best practices methods, designs, and techniques for solutions implementation and maintenance, meet the needs of UNICEF Kenya and ESARO and ensure the integrity, confidentiality and accessibility of respective data.
4. Service Management
  • Assist in defining service catalogue, service level agreements, costing models and provide regular reporting on services as well as recommendations on possible improvements.
  • Ensure delivery of standardized desktop and laptop solutions to users, including hardware configurations and software images, to enable effective work across the KCO and ESARO.
  • Ensure that service level agreements, contracts and negotiations with both internal and external IT suppliers such as UNON and MNOs meet business needs and that committed service levels are delivered.
  • Plan, co-ordinate and control the customer service activities of the ICT Section to meet organizational and operational objectives.
  • Actively engage with users at all levels of the organization in the effort to ensure open lines of communication and insightful engagement with all customers.
  • Handle user's complaints if the Service Desk staff is unable to solve them or any major incidents, interacting with users in order to provide information in response to inquiries, concerns and requests about IT products and services.
  • Identify and implement strategies to improve quality of service and productivity.
  • Analyse statistics or other data to determine the level of customer service being provided.
  • Assess and document the current and potential future needs for ICT services and solutions within KCO and ESARO; Provide internal consulting support to field operations in Kenya in the identification and documentation of solution requirements as well as support the development, delivery, support and maintenance of appropriate solutions.
  • Ensure effective access to and identity management for LAN and corporate applications including Microsoft Office 365.
  • Design, implementation and maintenance of all data centre infrastructure components, ensuring adherence to best-practice IT/Cyber security principles and approaches.
  • Monitor the ICT infrastructure and systems, to improve up-time, pro-active resolution of potential issues, and timely response to security and operational incidents.
  • Monitor the LAN and WAN infrastructure to ensure systems functionality, security and availability.
  • Support the effective unified communications and collaborations including voice, data and video, and provide ongoing monitoring of troubleshooting and enhancement of the effectiveness, reliability and broader ICT telecommunications coordination with NYHQ.
  • Ensure ICT security level monitoring and escalations procedures/processes; Monitor security related sites for relevant information on new threats / risks which may impact normal ICT operations. Perform periodic reviews / monitoring for non-compliance. Review security logs and report suspicious and/or unauthorized activities.
  • Support and implement tools for information/knowledge management and knowledge-sharing to provide the vital and strategic information for managing and supporting the Country Programme the goals and targets of the Country Programme.
  • Support KCO's emergency preparedness and response efforts including participation as needed in early warning, contingency planning, preparedness activities, and response from the initial stage of emergency situations to stabilisation.
5. Procurement
  • Carry out market research, costing and acquisition of potential Infrastructure, Security and Communications solutions and / or components, recommending hardware and software.
6. Documentation
  • Develop and implement processes, SLAs and operations procedures to ensure effective management and operations of UNICEF ICT Infrastructure, Security and Communications, including monitoring and compliance with such and reports to management on regular basis.
  • Develop documentation for Requests for Information, Requests for Proposals, Contract Review Committees.
  • Develop and maintain up-to-date procedural and technical documentation.
7. Partnerships
  • Provide sound advice to senior management for decision making, technical guidance and support to staff in the ICT Section and staff in other KCO and ESARO sections.
  • Liaise with ICT colleagues in other UN agencies as part of inter-agency and/or Delivering-as-One activities.
  • Compare best practices with external specialists and counterparts in other international organizations, and manage the provision of agreed services with third party service providers such as UNON.
Qualifications of Successful Candidate
  • An advanced university degree (Master's) in Computer Science, Information Technology, Engineering, or a directly-related technical field(s) is required.
  • A minimum of five (5) years of relevant work experience, at the national and international levels, in Information Communication Technology (ICT) or a directly-related technical field(s), is required.
  • Prior experience in project management frameworks such as ITIL and/or PRINCE 2 is desirable.
  • Prior work experience in an developing country is considered an asset.
  • Prior work experience in emergencies is considered an asset.
  • Fluency in English (written & verbal) is required.

Organizational Setting and Reporting
This position is located in Management and Operations Division, UN-Habitat. Responsibilities

Purpose of the Position
Under the general guidance of the Senior Immunization Specialist in the Immunization Unit, Health Section, the incumbent will provide technical assistance to regional and country offices primarily in Africa in the design, formulation, management, execution, monitoring and evaluation of routine immunization, ensuring that corresponding plans of action and programme activities are in place to support country programmes in strengthening routine immunization. They will provide support to UNICEF Regional and Country offices and national governments, with a special focus to reach out to and actively engage populations who are socially, politically and economically marginalized from accessing routine immunization services, and other basic health and nutrition packages. In coordination with the HQ and regional colleagues, the post will monitor progress of countries based on regular review of key indicators.
Key Expected Results
1. Equity and immunization analysis and strategy development
  • Assists Regional and Country Office teams in the design, planning, monitoring and evaluation of the implementation of routine immunization activities including support for formative research and data monitoring to improve country programme delivery. In coordination with HQ immunization colleagues (Communication for Development Immunization Specialist, Cold Chain and Logistic Specialist and Immunization focal points), regional offices, and country offices, provides technical assistance to the governments to identify the unreached populations, map the barriers to access to immunization, and develop focused strategies to immunize every child.
End Result: Countries receive comprehensive technical support for programme implementation in all aspects of evidence-based routine immunization activities including formative research and management and use of routine monitoring data. Priority countries have analyzed and defined communities which are not being reached, the major bottlenecks, and have updated plans.
2. Monitoring and evaluation of equity strategies in immunization
  • Undertakes field visits to monitor and evaluate implementation of projects/programme activities, with a special focus on ensuring equity, with effective strategies to reach children of underserved populations with multiple lifesaving interventions. Identifies constraints and suggests solutions to relevant counterparts to improve programme delivery.
End Result: Increase community ownership and engagement in routine immunization including the use of participatory community empowerment approaches, are effectively monitored and evaluated. Corrective measures recommended to regions and countries to improve results.
3. Advocacy for Immunization and equity
  • Assist regional and country office teams with mainstreaming strategies to improve immunization equity as part of wider country processes around annual immunization and health sector planning and coordination of this with health partner support, specifically GAVI processes.
End result: Strategies to address immunization equity are included in country immunization plans and are a priority of support from health partners.
4. Documentation of equity strategies in immunization
  • Prepares documents and publications that document the lessons learned and experiences gained in immunization-related issues. Findings, experiences, lessons learned, best practices and new methods are systematically captured, analyzed and effectively shared with programme staff at Headquarters, Regional and Country Offices as well as other partners. Other tasks assigned by supervisor.
End Result: Contribution to document lessons learned.
5. Representation
  • Represents UNICEF in meetings with government and partners to advocate and promote UNICEF's leadership role in Immunization, coordinating and collaborating with partner agencies through teleconferences and periodic face-to-face meetings in support of joint activities, including resource mobilization.

Qualifications of Successful Candidate

Organizational Setting and Reporting
The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UNHABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). The post is located in the Office of the Director-General, United Nations Office at Nairobi (UNON), Department of Safety and Security Services.
Responsibilities
Under the direct supervision of the Security Lieutenant the incumbent will perform the following functions: 1.Provide leadership to the Team by:
  • Planning assignments for the team members during particular scheduled shifts;
  • Give daily work instructions to the members of the team;
  • Ensure team members are provided with uniforms, communications equipment and other kits for duty;
  • Monitor posts to ensure that they are effectively manned and that duties are properly executed.
2. Enforce safety and security in the UN Complex:
  • Ensure that security and safety rules and procedures are strictly adhered to;
  • Supervise control room duties and ensure that the electronic surveillance equipment is properly monitored and discuss reports of initial investigation with the Investigator.
3. Co-ordinate activities of the team through the Lieutenant and Inspector to the Assistant and Deputy Chiefs of the Security and Safety section by making daily reports on events, periodical reports on all investigated cases, make recommendations on improvement of work.
4. Ensure that security equipment and vehicles are in good working order, supervise operations in the event of accidents independently and in cooperation with other rescue services, such as, the Nairobi City Council Fire Brigade and prepare reports after incidents;
  • Inspect mail and deliveries entering the UN premises;
  • Keep 'bomb alert' plans and instructions up to date, conduct searches for suspicious items. Conduct preventive searches in cooperation with the specialized services;
  • Liaise with the host country's de-mining services.
5. Respond to requests for assistance requiring first aid and general questions concerning the security and safety of the UN Complex.
6. Perform other related duties as may be assigned.

Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI at the Nairobi duty station.
Under the supervision of the Coordinator, Marine & Coastal Ecosystems Unit, the incumbent will undertake the following: Responsibilities
1. Compile data and information on the development and formulation of inter linkages between Marine Ecosystems management, small islands and Climate Change Mitigation and Adaptation activities
  • Provide support to the development of project activities under the UNEP Programme of Work;
  • Draft responses to requests and inquiries from other organizations and the general public;
  • Research and analyze the inter-linkages, overlaps between and among marine ecosystems, small islands and climate change programmes activities;
  • Develop and implement projects for DEPI programme of work;
  • Draft UNEP legal instruments for implementation with partners, and manage reporting on climate change to donors;
  • Participate in the Division/Unit meetings on the programme of work formulation and drafting of documents.
2. Establish joint information and outreach strategies among member states with relevant partners to enhance the visibility and impact of the marine and coastal ecosystem links to climate change activities
  • Contribute to information and knowledge flow, dissemination and public outreach;
  • Write and/or edit as appropriate, various marine and climate change communication outputs;
  • Assist in maintaining synergies with the UNEP Division of Communications and Public Information (DCPI);
  • Establish and maintain a database of major partners, stakeholders networks and projects on marine and coastal ecosystems and climate change in the regions and status of implementation;
  • Compile and collate annual statements on current/emerging issues that are bound to attract policy and media attention on the ecosystem management and climate change sub-programmes of UNEP.
3. Assist the Marine Ecosystems Coordinator and the Climate Change Coordinator in the technical coordination of the activities related marine ecosystem and climate change as outlined in the work programme of UNEP, and emerging issues on ecosystem management and climate change sub-programmes
  • Analyze decisions taken by the Governing Council, the General Assembly, Conference of the Parties Meetings for regional seas conventions, other relevant Intergovernmental Meetings, and UNEP Senior Management Team decisions for issues related to marine ecosystem and climate change;
  • Assist in facilitating logistical arrangements in the preparation of inter-governmental meetings to ensure participation in climate change and marine networks and related activities by governmental and nongovernmental organizations;
  • Follow-up and review reports from meetings of relevant partner institutions such as the Global Environmental Facility (GEF), the Global Forum on Oceans, Coasts and Islands, United Nations Framework Convention on Climate Change (UNFCCC), Convention on Biological Diversity (CBD), Food and Agricultural Organisation of the United Nations, and the Intergovernmental Oceanographic Commission (IOC) of UNESCO.
  • Participate and contribute effectively to climate change mitigation and adaptation networks, workshops and assessment processes.

  • At least two years of experience in the field at international level is desirable.
Languages
