  • Concern Worldwide together with its local partners Kisumu Medical and Education Trust (KMET) in Kisumu (www.kmet.co.ke) ,Community Action Rural Development (CARD) in Migori and Pastoralist Integrated Programme (PISP) in Marsabit received a 3 year grant of 500,000 Euros from European Union to implement a project aimed at Enabling Devolved Governance through Inclusive and Systematic Citizen Participation .
  • The project proposes a model for effective citizen participation in planning and decision making at county and sub county levels, using the concept of Community Conversations (CCs), a socially transformative approach that galvanize communities to address the underlying causes of underdevelopment and vulnerability.
The incumbent will provide strategic and technical direction to KMET’s governance and advocacy project in collaboration with Concern Worldwide APM in Kisumu County to:
  • Sensitization and engagement of members of the County Executive and County Assembly of Kisumu on the importance of inclusive, systematic and participatory citizen fora.
  • Provide technical assistance to the county governments for legal drafting of county legislations.
  • Sensitize journalists and CSO to educate the public on the right to participation and related civic duties.
  • Advocate for citizen participation in governance and policy making at the Sub – county Level.
  • Liaise with Community facilitators to engage the local and county level structures to enhance coordination and collaboration in program implementation and sustainability in the community.
  • Engagement of local media houses to create public awareness on the importance of citizen participation in Kisumu through road show and radio programmes.
  • Build capacity of CSOs to mobilize and present memoranda on public concerns for incorporation into the Citizen Participation Bill.
  • Running the day-to-day management of the project including monitoring of the project.
  • Participate in writing of program proposals, monthly & quarterly reports, briefs, lesson learning and case studies.
  • Any other duty as may be assigned.

  • A Degree or Diploma in Public Administration, Social sciences or any other relevant field with at least three years’ experience in implementing Community Advocacy projects

Background:
WSUP is a non-profit partnership between the private sector, NGOs and research institutions focused on solving the global problem of inadequate water and sanitation in low-income urban communities.
WSUP brings lasting solutions to low-income areas by working in partnership with service providers including water utilities, local authorities and businesses, and the communities they serve.
WSUP strengthens the capacity of service providers to deliver sustainable city-wide water and sanitation services, promote good hygiene and raise the environmental standards of low income communities.
WSUP achieves this through supporting the adoption and replication of effective, sustainable and scalable models and institutional capacity development for pro-poor urban water and sanitation services by service providers and/or national governments.
Additionally, WSUP empowers service providers to mobilise investment finance for pro-poor service scale-up and promotes successful approaches globally.
WSUP has a Kenya Country Programme office in Nairobi, with key focus on project sites in Nairobi, Naivasha, Nakuru and Mombasa.
As part of the Water Operating Partnership (WOP) for improving water services in Mombasa, WSUP is working on the development and the execution of an Informal Settlement Strategy within the Mombasa Water Supply and Sanitation Company jurisdiction, and the subsequent capacity building support to the Informal Settlements Department within MOWASCO.
Main Responsibilities:
  • On behalf of the WOP team, lead in community participation processes that will lead to successful WASH project implementation and local capacity development
  • Identify consumer issues, needs and constraints and develop effective strategies that ensure active participation in all project activities and enhancing ownership and sustainability
  • Develop and implement strategic neighbourhood outreach plans for water supply improvement, sanitation marketing and health/hygiene behaviour change project components
  • Lead in developing and updating communication materials for improving community engagement processes and WASH knowledge
  • Provide advice and support to local entrepreneurs, community groups and beneficiaries towards active and sustainable participation in management of new and upgraded services
  • Ensure necessary liaison with government ministries, municipalities, civil society partners, communities, businesses and contractors at grassroots level
  • Organize community meetings, visibility events and targeted awareness campaigns
  • Assist in project communication, monitoring, evaluation and learning activities
  • Prepare and timely submit progress and other reports to the PM as required
  • Perform other duties as assigned by PM.
Personal Specification:
  • A minimum of Bachelor’s Degree or equivalent in community development studies, public health , sociology, social work or related field
  • A minimum of 4 years of demonstrable competence and experience in working and organising communities during implementation and capacity support phases. A good understanding of the urban water and sanitation sector is an added advantage
  • Demonstrable creativity in working with diverse sets of community-based organizations, residents and stakeholders
  • Experience in community meetings facilitation and conflict management is a requirement.
  • Proficiency in spoken and written English and Swahili is a must. Knowledge of any of the local indigenous languages will be an added advantage.
  • Excellent writing, oral, interpersonal and self-organization skills required
  • Should possess and demonstrate excellent report and proposal writing skills.
  • Should be a team player, driven by own initiative, good communicator and have ability to work under minimum supervision
  • Cross cultural/religious sensitivity and tolerance should be strongly demonstrable

DSW seeks to recruit a Programme Officer
To be based in Mombasa with significant travel to the specific project sites.
The Programme Officer (PO) is responsible for implementing high quality projects which will include but not limited to capacity assessment and building of target groups, monitoring, evaluation and reporting.
The position holder will report to the Coast Programme Coordinator and is expected to assist in programme planning and design, besides being creative and innovative in realizing programme objectives.
Areas of responsibility for the position include:
  • Programme development and Planning;
  • Assist with development of concepts and proposals to mobilize resources, particularly field support funding, to address RH needs and priorities in project sites and the region at large
  • Prepare annual, quarterly and monthly activity work plans with details of resources required against the budget
  • Programme Implementation and Coordination;
  • Support formation, needs assessment and capacity building of groups who will be involved in the projects
  • Work with field staff and partners to ensure that projects are implemented to the highest standards
  • Ensure high standard co-ordination of all projects

Project Context: The project document will be made available to those candidates meeting the initial requirements for second round of interviewing.Responsibilities
The Project Officer will be expected to:
  • Contribute to the overall delivery of the project, through team work and supervision of specific delegated responsibilities for running aspects of the project
  • Manage specific targets as set out in the project document related to the reintegration of beneficiaries of the project
  • Coordinate to ensure effective, efficient delivery of components deemed the responsibility of specific agencies, notably ILO but also ensuring coherence with UNICEF on schools kit, FAO and IOM on livelihoods.
  • Work within the project team to define work plans
  • Undertake a supervisory role for the implementation of work plans when so delegated by managers and advisors associated with the project
  • Ensure close collaboration between technical experts and individual agency financial and administration systems for the effective delivery of multi component processes in different geographical locations
Further, the Project Officer will:
  • Supervise processes within the relevant organizational finance and administration, draft service agreements/other contractual arrangement with partners and prepare terms of reference (ToR), work plans and budgets; as well as means to supervise and monitor such agreements. Support the procurement process including the adjudication of tenders.
  • Participate and contribute to project and thematic collaboration and other processes
  • Complement the work of ILO technical advisers and team members, ensuring linkage between the project and other components within the ILO Kenya Strategies
  • Contribute to “UNHSTF” harmonization processes; participate in specific clusters/working groups of the UN joint programme framework.
  • In close collaboration with other UN partners, develop strategic entry points to enhance linkages among similar UN supported initiatives, in particular support to macro-level policy, institution building and common systems
  • Promote the ILO Decent Work as it applies to project activities.
  • Liaise and co-ordinate with NGOs, other UN Agencies and government departments operating complementary activities and initiatives
  • Promote full participation of all the stakeholders in order to promote empowerment and ownership and contribute to the ‘one UN voice’ on gender, human rights and HIV/AIDS in particular.
Qualifications, Experience and Personal Attributes
  • University degree in public administration, development project management or related field.
  • At least 2 years professional work experience in youth focused or demobilization and reintegration or employment generation programmes
  • Experienced in active labour market programme development and implementation.
  • Knowledge of the Turkana context.
  • Demonstrable extensive working experience in project management,
  • Have high degree of professionalism, consistently approaches work with energy and positive, constructive attitude. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Maturity to peer manages partner relations in all facets of project work.
  • Responds positively to critical feedback and differing points of view

Job Description
The Finance Officer will provide support to the Head of Support/ Director on the day-to-day finance.Finance:
  • Record financial transactions in line with SAPCONE & donor requirements.
  • Process timely payments for goods and services received.
  • Managing and reconciling bank/cash books, preparation of monthly financial accounts for submission to SAPCONE, ensuring financial and resource accountability and effective management of records as required for auditing.
  • Adhere to the Head of Support/Director instructions (as Budget Holder) to ensure that expenditures are in line with SAPCONE policies and financial procedures.
  • Coordinate any interim and annual audits.
  • Ensure proper accounting of project recoveries and income recognition.
  • Maintain, at all times, accurate and up-to-date financial record and provide information when required.
  • Establish and prepare accurate and timely information for financial monitoring and progress of programme funds and grants.
  • Prepare monthly cash flow projections, assisting the HOS in preparing monthly cash forecast according to donor requirements, as requested.
  • Maintain collection and storage of regular financial reports and budget records.
  • Ensure adherence to the SAPCONE finance and administration guidelines at all times.
  • Provide soft and hard copies of monthly financial reports on deadline.
  • Assist in the preparation of donor reporting, interim and final.
  • Preparation of Statutory remittance to concerned bodies as provided for in the payroll – NHIF, NSIF, NSSF, Consultants withholding tax remissions and Annual returns. This needs to be done within the deadlines given.
  • Issuance and monitoring of Local Purchase Orders (LPOs) for goods and services.
  • Be responsible for the posting of the monthly finance pouch and include all necessary documents, as outlined by line manager.
Other tasks:
  • Follow any procedures and guidelines as laid out by SAPCONE and provide comments on where it can be more effective for the programme.
  • Work in close collaboration with other staff members, and provide back up support where necessary.
  • Liaise and communicate through line management

Person Specification
  • Kenyan national
  • BSc in Business Finance, Finance or other related fields preferred
  • CPA qualified preferred section 6 or CPA K.
  • Proven experience in financial accounting of not less than 2 years
  • Excellent computer literacy in Excel and Word
  • Strong financial management experience with admin experience a strong advantage
  • Experience in liaising with Government, NGOs, UN and other organizations.
  • Experience in financial reporting on UN,ECHO, DFID, OFDA, USAID grants
  • Experience in preparing, reporting against and reforecasting budgets
  • Experience in Quick Books
  • Strong commitment to humanitarian work, preferably with more than 2 years’ experience of working with an NGO
  • Good interpersonal and team working skills, within a multicultural setting
  • Strong organizational and time management skills
  • Good spoken and written English
  • Proactive approach to work and able to work with limited supervision at various points

Key Duties:
