The County Public Service Board of Isiolo wishes to recruit competent and qualified professionals to fill the following positions as per the Constitution of Kenya 2010 under Article 176 (first schedule) and sections 44, 46 & 47 of the County Government Act No. 17/2012.
County Head of Budgeting (1 Post)
REF ICPSB/2013/07
The Officer will be the Head of County Budgeting Function Policy Unit and will be responsible to the County chief officer – finance for the efficient management of Budget Policy Services at the County.
Specific duties will include:
Analyze, formulate and oversee the management of fiscal policies and other economic policies
Formulate, implement and analyze tax policies such as property rates, entertainment taxes and any other tax that a County is authorized to impose by an Act of Parliament;
Review, analyze, and advise on matters relating to private investment;
Formulate and analyze economic policies;
Coordinate and prepare public financial program;
Administer tax and private investment incentives;
Monitor County fiscal and budgetary reforms;
Actively participate in the County budget preparation;
Monitor the implementation of the policies in the County budget;
Prepare the County Fiscal Strategy paper and County Budget
Review & Outlook Paper Coordinate the preparation of annual County budget and prepare estimates of revenue and expenditure of the County government;
Coordinate the implementation of the budget of the County government; and
Monitor and develop inter-governmental fiscal relations.
Requirements for Appointment
Bachelor Degree in Economics or any other relevant field from a recognized university
Relevant working experience of not less than five years CPA (K) is an added advantage.

Job Description
Build Financial Management Capacity of Community Organizations and Partners to facilitate disbursement and accounting for Grant and Sponsorship funds by the Community Organizations and other Partners.
Promote the highest standards of integrity and accountability in line with ChildFund values.
Ensure timely submission of reports by the projects and review and provide feedback.
Ensure timely disbursement of funds to the projects.
Send project balances to the International Office by 15th of every month.
In consultation with the M&E Coordinator, assess the clusters roll out plans of the Bright Futures key messages and give the necessary support.
Review monthly reports from the Bright Futures Areas and facilitate timely disbursement of funds.
Assess financial management capacity of community based organizations with a view to identifying the gaps.
Promote improvement in accounting skills amongst Community Organizations staff and management committees through relevant training.
Ensure compliance with policies and procedures.
Review and development of specimen financial records of Community Organizations and Partners.
Review all projects annual and quarterly budgets before approval by the Finance Director and National Office Team Leader.
Required Skills
Training facilitation skills, innovative with ability to analyze issues and provide practical solutions.
Strong analytical skills.
Ability to promote the highest standards of integrity and accountability.
Strong skills in assessment of proposals, monitoring partner’s records and accounting for funds.
High Integrity and team player with excellent communication and interpersonal skills.
Bachelors Degree CPA (K) with 3 years post qualification experience.
