Job Description
The Meru County Health (MCI I) Finance Manager is the individual responsible for the direction and coordination of all financial matters of/relating to Meru County Health and its partners and/or complementing departments/ organizations. The MCH Finance Manager will report to and work closely with the Chief Officer as appropriate. In addition, s/he will liaise with Meru County Treasury and other complementing Departments and partners to ensure all planned projects and programmes are financed and supported, as appropriate, for effectively implementation to achieve the set objectives.
The Finance Manager will ensure Meru County Health Department’s compliance of with National & County accounting/financial processes and reporting, and procurement laws and policies. S/he must be a results oriented, forward-leaning, and adapt to a continually changing environment. The individual must also be confident and strict in decision making in a fluid and deadline-oriented workplace. Further, tine MCH Finance Manager shall be responsible for leading, managing and motivating a team of finance staff
Plain and simple, the MCH Finance Manager will ensure effective strategic and operational financial planning, monitoring of Projects/Programmes implementation and timely reporting to Senior Management Team (SMT) at Meru County Health and the County Treasury.
Finance Manager Job Responsibilities
- Overseeing cash flow planning and ensure availability of funds as needed.
- Overseeing cash, investment, and asset management.
- Overseeing financing strategies and activities, as well as banking relationships.
- Developing and utilizing forward-looking, predictive models and activity-based financial analysis to provide insights for the organization’s operations and business plans.
Planning, Policy, and Donor Relations
- Coordinating the development, implementation and monitoring of budgets.
- Developing financial business plans and forecasts.
- Participating in policy development as a member of the senior management team.
- Engaging the Meru County Treasury to facilitate the development of short-, medium-, and long-term financial plans and projections.
- Representing Meru County Health, as appropriate, at meetings with financing partners, including financial institutions, investors, development partners, auditors, public officials, etc.
- Ensuring the accounting and audit best practices are adopted and effectively implemented in line with local and international standards.
Accounting and Administration
- Overseeing the accounting department/team to ensure proper maintenance of all accounting systems and function; and supervision of all finance staff.
- Ensure maintenance of appropriate internal controls and financial procedures.
- Ensure timeliness, accuracy, and usefulness of financial and management reporting; oversee the preparation and communication of monthly, quarterly and annual financial statements/reports.
- Coordinate audits and proper filing of tax returns/statuary reports as appropriate.
- Ensure compliance with legal and regulatory frameworks regarding all financial functions.
Qualifications For Finance Manager Jobs In Kenya
- The Finance Manager sought for Meru County Health shall be a seasoned and mature leader
- with at least 5-10 years of broad finance experience, including in gathering and evaluating financial information and making actionable recommendations to senior leadership/management.
- S/he has to have demonstrable experience in accounting/financial management (accounting, budgeting, control, and reporting) for a complex organization in the health sector with multiple funding sources including government and donors.
The Finance Manager will have the following experience and attributes:
- A minimum of a B.Com and a CPA (K); an MBA or Masters in Health Economics would be a plus.
- At 5 years’ experience in a senior financial-management role, supporting the development and implementation of growth-oriented financial management strategies.
- Significant experience in or deep knowledge and understanding of national accounting policies and practices, including government/public sector and grant accounting, compliance, and reporting.
- Experience working with information technology staff supporting finance and accounting software packages.
- Excellent written and oral communication skills.
- Demonstrated leadership ability, team management, and excellent interpersonal skills.
