Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries andcountries with economies in transition. The Poverty Environment Initiative (PEI) is a joint UNEP and UNDP global programme working in over 20 countries including 4 countries in ECIS (Armenia, Kyrgyzstan and Tajikistan, Albania). Working with non-environment agencies, PEI aims to highlight the economic and sustainable development importance of good environmental and natural resources management. PEI regional teams are responsible for overseeing and managing country-level implementation; promoting inter and intraregional cooperation and capacity development; linking and elevating national and regional level results to global platforms; forging partnerships within the UN and with organisations in the region to promote PEI; and increasing knowledge management and south-south learning. Under the overall supervision of the PEI Africa Manager, P5 in the Nairobi duty station;
Responsibilities
The incumbent will perform the following duties
  • Act as a focal point for a number of countries of the UNDP-UNEP PEI in Africa, providing technical support when requested and/or as necessary for timely implementation.
  • Support the development, with UNDP CO and governments, of country PEI programmes, PEI annual work plans (AWP) and budgets,consistent with the UNDP and UNEP Global Poverty and Environment Initiative Scale-up project document and the PEI Africa regional strategy.
  • Act as a focal point for other UNEP work with UNDP in PEI Africa countries.
  • Contribute to the timely and effective implementation of the Poverty and Environment Initiative in Africa including by ensuring that donor funds are utilised in accordance with agreements and timetables, by monitoring of progress and reporting to donors.
  • Research, analyse and present information gathered from diverse sources related to programme implementation including on gender, equity and poverty dimensions of poverty-environment mainstreaming.
  • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications etc.
  • Provide substantive support to consultative and other meetings/conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Represent the UNDP-UNEP PEI at national and regional meetings.
  • Develop communication materials such as brochures, leaflets and publications on poverty and environment for dissemination to counterparts and Member States.
  • Advise and support the PEI Africa Manager and the Director of UNEP's Regional Office for Africa in genderpoverty- environment related development issues.
  • Contribute to other activities of the Poverty and Environment Team as required.

Education
  • Advanced university degree in business administration, international relations, economics, environmental management or development studies.
  • A first-level university degree incombination with two additional years of qualifying experience may be accepted in lieu of the advanced universitydegree.
Work Experience
  • At least five years of progressively responsible experience in related area in national and international development and/or environmental issues is required.
  • Working experience of gender-poverty-environment mainstreaming in Africa is an advantage.
Languages
  • English and French are the working languages of the United Nations Secretariat.
  • For the post advertised, fluency in oral and written English is required.
  • Knowledge of another official United Nations language is an asset.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
