Regional Gender Equality Specialist Job At Plan International Kenya

The Role

  • The Regional Gender Equality Specialist will ensure that Plan International has a clear vision, consistent message and coherent approach to gender equality across the region and is expected to actively contribute to identifying high impact drivers of change in the region, in close collaboration with staff at the International Headquarters, National Office, Regional Office and Country Office levels.
  • S/he is also responsible for ensuring that the Region of Eastern and Southern Africa (RESA) CO programs are contributing to Plan’s global initiatives on gender equality, including, but not limited to the BIAAG campaign. Finally, as appropriate and required, the Regional Gender Equality Specialist will represent Plan in forums that seek to influence policy makers, and contribute to building Plan’s reputation as a highly respected contributor in the field of gender equality.

Dimensions of Role

  • The Regional Gender Equality Specialist is part of a team of programme specialists managed by the Regional Head of Strategy. To support Plan’s organisational goal of gender transformative programming, the Regional Gender Equality Specialist backstops and builds the capacity of RO and CO staff to effectively use a gender lens and systematic gender analysis in the design, implementation, monitoring and evaluation of program in RESA.
  • In addition to supporting gender transformative programming, the Regional Gender Equality Specialist also provides technical support to the RO HR team on integrating gender into job descriptions and performance management processes.
  • Finally, he/she plays a key role in monitoring Plan’s progress on gender equality both organisationally and programmatically in RESA by reviewing progress against established regional office GE action plans on a regular basis, leading the Gender Equality Self-Assessment (GESA) and annual Gender review processes in the Regional Office, as well as supporting Gender Advisors in COs to undertake the same exercises.

Regional Gender Equality Specialist Job Responsibilities

  • Build the capacity of Plan’s program staff and partners in RESA to design, implement and monitor gender transformative programs based on Plan’s CCCD standards (30%).
  • Lead the process of monitoring Plan’s current and future program staff capacity needs on gender equality programming across all thematic areas in the Regional and Country Offices.
  • Ensure that the CCCD standard on Gender Equality and Tackling Exclusion are utilised by Plan staff in designing, implementing and monitoring programs and projects.
  • Manage Plan’s Gender Equality Capacity Building Program in the region, including monitoring of progress and performance, and working with senior management in the RO, COs and NOs to ensure that program staff have the capacity (knowledge, skills and tools) to effectively support Plan’s gender equality programming priorities.
  • Provide leadership and guidance to the Regional Gender Network and its members to facilitate the ongoing monitoring of Plan’s Gender Equality activities in the region, the sharing of lessons learned and best practices amongst RESA COs, and disseminating relevant and useful information to COs, NOs, ROs and IH.
  • Facilitate knowledge management on gender equality within the region, including through the Because I Am Girl (BIAAG) programme source, to ensure that gender equality programming experience in the region is documented and shared.
  • Provide technical support to RO/CO HR Managers on integrating gender equality competencies into the job descriptions of senior program managers across the region and ensure that appropriate capacity building support is provided to program staff as requested.
  • Support the role out of Planting Equality trainings at the CO level, across the region, and lead the training of RO staff and CO senior managers.
  • Ensure that Plan’s Global Policy and Strategy on Gender Equality are effectively used to guide Plan’s work on gender equality across the region. (20%)
  • Support CDs and CO Gender Advisors to conduct a Gender Equality Self-Assessment on a regular basis (every three to five years) and develop CO Gender Action Plans based on the GESA results.
  • Monitor and report on the implementation of the program content with Gender Action Plans at the CO and RO levels on a quarterly basis and prepare an annual Regional report that provides a detailed overview of programmatic progress at both the RO and CO levels.
  • In collaboration with CO and IH colleagues, develop and monitor the implementation of the Regional Gender Equality Framework, as well as support the monitoring the programmatic aspects of Plan’s Global GE strategy in RESA.
  • Provide technical guidance to COs and RO staff on operationalising Plan’s gender equality strategy within Plan’s programs, as well as its internal policies and procedures.
  • Provide technical guidance and support to RO and CO staff to ensure that key programmatic and strategic documents such as Strategic Plans, programming frameworks and funding proposals are based on a strong gender analysis and substantively contribute to achieving gender equality in RESA.
  • Actively participate in Plan’s Global Gender Equality Reference Group and ensure that lessons learned and best practices from RESA inform the development/refinement of Plan’s global work on gender equality.
  • Effectively manage regional BIAAG-related programmes and ensure they contribute to achieving Plan’s Regional and Global BIAAG results (20%).
  • Manage the programmatic aspects at the RO level of Plan’s Because I am a Girl campaign, working closely with the MER and Communications/Campaigns team through the BIAAG Task Force
  • Develop practical approaches and tools to for CO and RO staff to use in implementing, monitoring and reporting on regional or sub-regional BIAAG-related programs and provide quarterly updates to COs, the RO, NOs and IH on the progress/outcomes of these programs.
  • Lead the development of and manage any new Plan RESA regional BIAAG-related programs on girls’ empowerment and gender equality, and ensure that COs across the region are contributing to their success.
  • Contribute to shaping Plan’s longer term regional and global research agenda on gender equality by identifying topical regional gender equality issues to be researched for the BIAAG annual report or as part of Plan’s longer term programs.
  • Develop strategic programmatic partnerships on BIAAG with key stakeholders in the region.
  • Ensure the successful implementation of RO managed Gender Equality projects and budgets, based on agreed and approved project/program implementation plans (15%).
  • Oversee the implementation of RO managed Gender Equality projects or programs including performance of country level activities, to ensure that project/programs meet their stated outcomes/results.
  • Provide technical support to Country-level project activities as required.
  • Ensure that high quality Project narrative and Financial reports encompassing both Regional and CO level activities and expenditures are submitted as per agreed donor schedules.
  • Ensure that agreed monitoring and evaluation activities of RO managed projects/programs at Regional and CO levels are conducted to a high quality and disseminated, including but not limited to baseline survey, mid-term reviews and final evaluation. Monitor RO Gender Equality project/program budgets through the Budget
  • Variance Analysis (BVA) report on a monthly basis and ensure that spending is in-line with agreed donor budget and spending projections. Where corrections are needed, liaise with RO finance staff to ensure that agreed corrections are reflected in the next monthly BVA.
  • Support advocacy with external policy makers and other stakeholders on key issues related to girls rights and gender equality in the region to build Plan’s profile as a thought-leader in this area (10%).
  • Work closely with the Regional Head of Advocacy to proactively identify opportunities for high impact advocacy and policy engagement on gender equality.
  • Contribute to the development of Plan’s advocacy and public position statements on relevant regional gender equality and BIAAG issues.
  • Represent Plan’s positions on gender equality/BIAAG to key external audiences at the regional levels, as needed.
  • Support the Regional Head of Advocacy to develop networks and relationships with key decision makers and influencers on gender equality across the region.
  • Engage with gender equality decision making bodies, networks, donors, academics and research bodies across the region, as needed.
  • Other duties as required (5%).

Qualifications For Regional Gender Equality Specialist Jobs In Kenya

  • Minimum of Bachelor’s degree in field of social sciences.
  • Minimum 5 years of work experience in a similar position.
  • Regional multi country experience.

Knowledge

  • In-depth knowledge of the links between gender equality, children’s rights and NGO development/humanitarian programming practice.
  • Demonstrated understanding of gender rights issues in both development and humanitarian contexts.
  • Demonstrated knowledge and experience in conducting gender analysis and its application to child-rights programming.
  • Experience designing, implementing, and evaluating high quality programmes with demonstrated impact on improving gender equality or girls’ empowerment.
  • Excellent understanding of relevant policy-making processes and institutions on gender equality.
  • Knowledge of the regional context would be desirable.

Skills

  • Strong verbal and written communication skills and able to communicate complex concepts around gender equality and empowerment clearly and concisely, and apply them in practical situations.
  • Demonstrated experience coaching and mentoring field based program staff using a variety of methodologies (workshop based training, appreciative inquiry, etc) on integrating gender sensitive approaches and considerations into day to day field work.
  • Able to apply gender analysis in the design, monitoring and evaluation of a broad range of programmes to support gender equality and girls’ empowerment goals.
  • Strong project management and leadership skills.
  • Ability to build internal and external networks across countries.
  • Able to collaboratively develop guidelines and standards.
  • Excellent communication skills operating at a distance and across a wide variation in cultures.
  • Excellent command of English, both speaking and writing.
  • Proactive self-starter able to work to deadline.
