Position Summary
The Finance Manager (FM) will be responsible for the strategic direction and leadership of all Finance and Administrative functions of the Somalia Country Program. The FM will also have responsibility for ensuring that all financial transactions for the Country Program are accounted for and documented accurately. He/she will be responsible for ensuring that all RI accounting procedures are followed and budgets are adhered to; all donor and HQ reporting requirements and deadlines are met; cash is controlled and accounted for in a timely manner in accordance with RI, donor and audit requirements; costs are correctly allocated to multiple projects.
ESSENTIAL RESPONSIBILITIES AND DUTIES
- Works closely with the Country Director and other program staff to implement, improve and maintain administrative and financial management policies, systems, structures, and procedures.
- Oversees the Somalia Finance department, providing leadership to the Senior Finance Officers and Finance Officers.
- Proactively identifies and acts upon deficiencies and areas for improvement in the Somalia Finance team, providing training and other capacity-building where necessary to ensure that capacity is continuously developing.
- Overall financial oversight of the DFID Girls' Education Challenge program, including coordinating with the 4 partner organizations to ensure the ongoing smooth financial management of the program.
- Implements and maintains systems to ensure that cash is controlled and accounted for in an accurate and timely manner in accordance with RI, donor and audit requirements.
- Ensures accurate cost allocation to multiple projects.
- Responsibility for quality assurance and quality control for internal and external reporting in order to meet and exceed RI and donor standards. The Finance Manager will have overall accountability for the quality, accuracy and timeliness of all reports and output from the Somalia Finance team.
- Reviews donor reports and provides focal point for all communication with the donor on finance-related issues.
- Plans and supervises work of the Somalia Finance and Admin staff including tracking and monitoring of procurements and expenditures, maintaining an office purchasing, inventory, and requisition system.
- Works closely with the Somalia Country Director and Program Managers to monitor the project budget.
- Assists project coordinators in ensuring compliance with RI procurements and field accounting policies and procedures, compliance with donor agreement and audit requirements.
- Works closely with project coordinators over the project implementation planning and cash flow projections.
- Reviews budget revision in close coordination with Project Managers when necessary.
- Makes sure that financial records and backup documentation are ready for internal and external audits and works closely with internal and external auditors during the audit process.
- Carries out regular and ad hoc checks in the Finance department to ensure compliance with donor and RI regulations and guarantee high standards at all times.
- Other tasks as required.
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
- Bachelors degree in accounting, business management or similar and advanced university degree in Finance, Accounting or CPA required;
- A minimum of 5 years experience as finance supervisor / lead position and 3 years with international non–profit agencies. US and EC government funded grants financial and administrative management experience preferred;
- Excellent financial and analytical skills;
- Excellent communication and drafting skills for effective reporting on program financial performance;
- Ability to manage a financial/monitoring team and demonstrate leadership;
- Ability to operate in a cross-cultural environment requiring flexibility;
- Familiarity with the aid system, and understanding of donor and governmental requirements;
- Experience managing consortium grants will be an asset;
- Previous experience in Somalia is required;
- The candidate must be detail-oriented and able to work independently;
- Thorough knowledge of QuickBooks Pro accounting software is required;
- Fluency in English required - ability to communicate in local languages a strong asset.
