Aga Khan Foundation (AKF) Consultant for Impact Evaluation

Position: Consultant (s) for Impact Evaluation
Description 
Aga Khan Foundation (AKF) focuses on a small number of specific social and economic development problems by forming (intellectual and financial) partnerships with organisations sharing similar objectives. 
The majority of AKF’s grants are made to grassroots organisations testing innovative approaches in the field. With a small staff, a host of cooperating agencies and thousands of volunteers, the Foundation reaches out
to vulnerable populations on four continents, irrespective of their race, religion, political persuasion or gender.
 
In East Africa, AKF supports programming in Kenya, Tanzania, and Uganda that contributes to a better quality of life for hundreds of communities. Working in education, rural economic development, health, and civil society, AKF leverages its global experiences and partnerships to bring new ideas to East Africa.
 
AKF in collaboration with the Department for International Development (DFID) and the Ministry of Education (MOE) in Kenya has been piloting and adopting innovative and relevant approaches to expand education opportunities and improve learning outcomes for children in targeted primary schools in marginalized areas in Coast and North Eastern Provinces (NEP) of Kenya since September 2011. 
This joint initiative is piloting and validating new interventions as well as consolidating existing interventions with plan to scale up successful interventions. 
AKF has been working in 106 primary schools in the North Eastern and Coast Province in this phase implementing the following interventions.

AKF is planning to conduct a study to assess whether the set of interventions delivered by AKF improved learning outcomes in the intervention schools and the implications of these results for MOE, AKF and development partners.
 
Consultancy Scope 
This consultancy is expected to take place from February and March 2013 and the consultant is expected to be responsible for all technical (study design, methodology, tools), administrative and logistical aspects. The exact timeframe will be determined in discussion with the consultant and the project management team.
 
Qualifications and Competencies
 
The consultant must demonstrate, experience of:
  • Designing and conducting impact evaluations and studies in education; developing quantitative and qualitative tools and instruments; collecting and analyzing data; and writing results-based reports;
  • Quantitative and qualitative data and information analysis;
  • Experience in database design and development; and
  • Experience working in Kenya or East Africa and knowledge of Kiswahili, a plus.
AKF recognizes that all of these qualifications may not be found in one Consultant. 
It is possible to present a team of Consultants to meet these criteria.
